Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. In line with Decision 91/65, the pilot energy-efficiency project for the Dominican Republic, approved by the Executive Committee (ExCom) at its 97th meeting, aims to support the country's transition toward energy-efficient and climate-friendly refrigeration and air conditioning (RAC) by strengthening the regulatory framework, demonstrating low-GWP and high-energy-efficiency technologies, and promoting national awareness and institutional coordination. In line with Decision 91/66, the ODS/HFC banks inventory project for the Dominican Republic, approved by the Executive Committee (ExCom) at its 93rd meeting, aims to establish an inventory of banks of used or unwanted controlled substances in the Dominican Republic and to develop a plan for the collection, transport, and disposal of such substances, including consideration of recycling, reclamation, and cost-effective destruction. Duties and Responsibilities: In close coordination with the compliance assistance regional team for Latin America, the consultant shall provide technical guidance, both remotely and face to face (if feasible), to NOUs and stakeholders in the RAC sector of the Dominican Republic. Specifically, the consultant will be responsible for the following actions: -Submit project proposal based on the findings of the final action plan which incorporates ExCom comments and decision relevant for future funding opportunities. - Conduct a sectoral mapping report for the electricity consumption of the RAC sector in the Dominican Republic. The report shall include the collection of data from manufacturers, importers, distributors, large users (e.g., hospitality, supermarkets), and training centers and the triangulation of different sources such as structured interviews and review of customs/import databases, (iii) review of existing market studies (e.g., KIP, HPMP, energy plans). - Hold at least 4 technical workshops (2 in Santo Domingo, 2 in Santiago) with ~25 stakeholders each will be held to validate methodology and preliminary results. - Submit a regulatory gap analysis mapping responsible institutions and assessing overlaps/gaps. This analysis also includes a report for the organization of a national roundtable with government, industry, and certification bodies (~30 participants) to validate findings and propose improvements. - Prepare benchmarking study to compare Dominican testing, energy efficiency, and labeling standards with those of Mexico, Colombia, Chile, and Costa Rica. The activity will include identifying technical specifications, preparing a comparative matrix, and validating results with 15–20 national experts. - Formulate updated draft MEPS for non-ducted single-split air conditioners and household refrigerators and freezers. - Conduct at least four consultation workshops (~30 people each), targeting technicians, importers, NGOs, and public institutions. Each will cover: (i) results from previous activities, (ii) feedback sessions, (iii) roadmap co-design exercises. A digital consultation form will be shared.
Qualifications/special skills
An advanced university degree (master’s or equivalent) in environmental science / environmental policy / science / engineering, or a related field. Required A first-level university degree, combined with nine (9) years of qualifying experience, may be accepted in lieu of an advanced university degree. At least seven (7) years of experience in implementation of projects linked to the implementation of multilateral agreements (MEAs) .Required Experience in the design and implementation of energy efficiency projects or policies. Required Experience in the implementation of Montreal Protocol projects. Required Experience in working with government officers in developing countries. Required Previous work experience in the United Nations system and knowledge on the phase out of ozone depleting chemicals and the Montreal Protocol related matters will be an asset. Experience in providing advice and technical assistance on projects on prevention and minimization of pollution, reduction of emissions, use and/or disposal of waste and by-products, energy efficiency and renewable energies, applying cleaner production policies, circular economy and sustainability, will be an asset
Languages
Fluency in oral and written Spanish is required. Any knowledge of other UN languages is desirable.
