The Role

The Senior Manager, EDO Governance leads the day-to-day operation and administration of enterprise portfolio governance practices within the Enterprise Delivery Office (EDO). Reporting to the Director, Enterprise Portfolio Governance, the role is responsible for executing governance processes, conducting portfolio analysis and reviews, preparing governance reporting, and coordinating follow-through across the Bank’s enterprise project and program portfolio.

The role is accountable for supporting consistent implementation of enterprise portfolio governance standards, policies, controls, and reporting requirements. The incumbent partners across EDO, CIO organizations, Divisional Portfolio Management Offices (DPMOs), Finance, Risk, Audit, Compliance, and delivery teams to assess portfolio information, identify exceptions and emerging concerns, and provide evidence-based findings and recommendations to the Director.

The incumbent translates complex portfolio information into clear insights, recommendations, and proposed actions for review by the Director and consideration by senior leaders and governance forums. Success in the role is measured through reliable governance execution, accurate and timely reporting, early identification of material concerns, effective remediation tracking, and sustained adoption of governance requirements.

Is this role right for you? In this role you will: 

• Leads the day-to-day administration and operational execution of enterprise portfolio governance standards, policies, controls, processes, guidance, and supporting tools established under the direction of the Director, Enterprise Portfolio Governance.
• Monitors adherence to enterprise governance requirements across programs and projects and identifies exceptions, control gaps, systemic themes, and matters requiring management attention.
• Conducts portfolio health assessments and targeted governance reviews, applying constructive, evidence-based challenge to reported status, schedule health, financial performance, risks, issues, dependencies, benefits, and governance compliance.
• Prepares findings, recommendations, and proposed escalation materials for review by the Director, and coordinates assigned actions and remediation follow-through to completion.
• Leads the development and preparation of governance scorecards, portfolio health reporting, executive dashboards, management presentations, and materials in support of enterprise reporting requirements and governance forums.
• Analyzes portfolio performance trends and emerging delivery risks and provides forward-looking insights and recommendations to support prioritization, intervention, and decision-making. Ensures governance reporting inputs and outputs are accurate, consistent, traceable, timely, and audit-defensible through disciplined data validation, commentary review, issue resolution, and production controls.
• Supports the design and enhancement of governance KPIs, KRIs, scorecards, and performance measures, and leads their implementation, ongoing administration, data-quality controls, and documentation.
• Identifies opportunities to automate reporting, strengthen operational controls, improve data quality, and reduce manual effort, and develops recommendations for approval and implementation. Promotes consistent awareness and application of the Enterprise Delivery Framework and associated policies, standards, stage gates, controls, and minimum delivery requirements.
• Executes assigned governance monitoring and attestation activities; coordinates evidence collection, compliance reporting, and responses to audit, risk, regulatory, and control information requests; and tracks agreed remediation actions.
• Builds credible day-to-day relationships across EDO, CIO organizations, DPMOs, Finance, Risk, Audit, Compliance, and delivery teams, and facilitates working sessions that align stakeholders on findings, actions, accountabilities, and next steps. Supports implementation and adoption of new or revised governance policies, standards, methodologies, metrics, and reporting processes through practical guidance, communications, training support, and stakeholder engagement.
• Provides direction, coaching, and quality oversight to governance analysts, portfolio specialists, project resources, or other team members, as assigned, and escalates resource, delivery, or control concerns to the Director. Creates an environment that supports effective and efficient operations within the area of accountability and ensures day-to-day business controls are in place and operating effectively to meet obligations related to operational risk, regulatory compliance risk, AML/ATF risk, and conduct risk, including responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook, and the Guidelines for Business Conduct.

Do you have the skills that will enable you to succeed in this role? We'd love to work with you if you have: 
 

• 8+ years of progressively responsible experience in portfolio management, PMO governance, program or project delivery, enterprise governance, delivery risk, or a related discipline, ideally within a large financial institution or similarly complex regulated organization.
• Experience implementing enterprise delivery frameworks, governance policies, executive portfolio reporting, control monitoring, data governance, or audit and regulatory response is strongly preferred.
• Post-secondary education in Business, Technology, Finance, Engineering, Project Management, or a related discipline, or equivalent experience. 
• Deep knowledge of enterprise portfolio governance, portfolio management, PMO practices, program and project delivery, executive reporting, and delivery risk                management.
• Strong ability to analyze complex portfolio, financial, schedule, risk, issue, dependency, benefit, and compliance information and identify material themes or anomalies.
• Demonstrated capability to conduct evidence-based reviews, apply constructive challenge, and translate findings into clear recommendations and proposed actions for    leadership consideration.
• Strong understanding of governance frameworks, policy and standard implementation, control monitoring, attestation, remediation tracking, and audit-defensible evidence.
• Experience implementing and operating governance KPIs, KRIs, scorecards, portfolio health measures, data-quality controls, and management reporting.
• Excellent written and verbal communication, presentation, facilitation, and executive-ready reporting skills.
• Strong stakeholder management, influencing, and relationship-building skills, with the ability to operate effectively in a complex, matrixed, and highly regulated environment.
• Strong planning, prioritization, and delivery management skills, with the ability to manage multiple reporting cycles, governance commitments, and deadlines.
• Sound judgement, integrity, attention to detail, and the ability to balance independent analysis and challenge with trusted stakeholder partnership.
• Proficiency with enterprise portfolio management and reporting tools, including Clarity PPM and Microsoft 365 applications.
• Experience supporting governance change through practical guidance, communications, training, and stakeholder engagement.
• Operates with a high degree of independence within delegated authority and is recognized as a subject matter expert in the operational execution of enterprise portfolio  governance
• Project Management Professional (PMP) or a relevant portfolio, risk, or governance designation is considered an asset.
