Job Summary

Treasury works closely with senior management, the businesses, Country CEOs / CFOs, and Finance to manage and promote the bank’s liquidity, capital, and balance sheet position. Treasury is laser-focussed on its vision to be “Open, progressive and trusted, working commercially with our partners” to create sustainable value by balancing the supply and demand of liquidity and capital.

Within Treasury (which comprises Capital, Liquidity & Markets), the Treasury Liquidity function is responsible for driving the strategic liquidity agenda and Interest Rate Risk in the Banking Booking (‘IRRBB’).

The Associate Director – Collateral Management, India hub will support the Head of Liquidity Risk Management in advancing and managing the cluster collateral management and optimisation agenda for Liquidity Risk Management (LRM). For LRM, the hub will co-lead to establish and implement an effective framework for measuring and monitoring funding and liquidity risk across the Group and throughout the stress continuum both in BAU to Recovery & Resolution planning (RRP).

Key Responsibilities

Strategy

• Lead the execution, governance, and continuous enhancement of central bank collateral management activities, including Borrower-in-Custody (BIC) programs and loan pre-positioning frameworks (MACCS). The role is responsible for ensuring eligible collateral is accurately identified, validated, pledged, monitored, and maintained in compliance with regulatory and central bank requirements, while coordinating across Treasury, Legal, Credit, Risk and Business teams.

• Awareness and understanding of the wider business, economic and market environment in which the Group operates
• Support the engagement with businesses on collateral optimisation strategies

Processes

Central Bank Collateral Management:

• Manage end-to-end Borrower-in-Custody (BIC) and Mobilisation and Administration of Credit Claims (MACCS) collateral processes, including identification, validation, selection and submission of eligible loan portfolios to central banks.
• Oversee collateral pre-positioning activities under various central bank frameworks and ensure compliance with jurisdiction-specific eligibility requirements.
• Monitor pledged collateral pools and borrowing capacity, ensuring continued availability of central bank funding facilities.
• Challenge data quality issues and coordinate remediation with relevant stakeholders.
• Ensure completeness, accuracy and auditability of collateral datasets, reporting attributes and regulatory submissions.
• Contribute to strategic initiatives aimed at increasing eligible collateral pools and improving liquidity readiness.  

People & Talent

• Be part of a diverse team of skilled and experienced professionals in India.
• Partner with Global Account Managers (GAM), Credit Portfolio Management (CPM), Legal, GLS, Treasury Markets and Risk teams to obtain required approvals and validations.
• Lead by example in reinforcing the appropriate culture and values of the function.
• Contribute to ongoing training and development of team members.

Risk Management

• Prepare the collateral schedule and supporting documents and submit to the regulators through Treasury Markets.
• Ensure adherence to internal controls, regulatory requirements and policy standards.
• Identify operational risks within collateral processes and implement mitigation strategies.
• Maintain evidence of key controls and governance activities.
• Support development of enhanced control frameworks and operating procedures.
• Facilitate governance forums and provide management updates on collateral optimization initiatives.

Governance

• Assess the effectiveness arrangements to deliver effective governance, oversight and controls in the Collateral Management framework and, if necessary, oversee changes in these areas
• Understand the regulatory framework in which the Group operates, and the regulatory requirements and expectations relevant to the role.
• Contribute to delivering ‘effective governance’ by actively challenging Treasury / Business / Risk counterparts; and willingness to work with the Prudential Regulatory Authority in an open and cooperative manner.

Skills and Experience

Essential

• Degree in Finance (MBA) / Economics / Quantitative fields from a reputed institution.
• Finance Professionals (Qualified Chartered Accountant) or Certifications like FRM, PRM or CFA is advantageous
• 8+ years of experience in Treasury, Liquidity Risk, Treasury Markets, Asset Encumbrance, Regulatory Reporting, Credit Risk or Collateral Management.
• Strong understanding of liquidity regulations and central bank liquidity facilities.
• Experience with loan portfolios, collateral eligibility assessment or secured funding processes.
• Advanced analytical and data validation capabilities.
• Strong stakeholder management skills with ability to influence senior stakeholders.
• Experience managing regulatory processes with significant control and audit requirements.
• Experience with process automation, workflow tools and AI-enabled process improvements.
• Advanced Excel and data analysis skills.
• Ability to scope and conduct data intensive numerical studies and present the results in a concise and clear manner to audiences.
• Able to work independently yet a great team player.

Preferred

• Experience with Federal Reserve Discount Window, ECB, Bundesbank or other central bank collateral frameworks.
• Knowledge of liquidity metrics including LCR, NSFR and stress liquidity management.
• Experience with process automation, workflow tools and AI-enabled process improvements.
• Understanding of banking products including loans, commitments and secured financing transactions.
