The Director of Quality Assurance is accountable for providing independent, risk‑based quality assurance over key Global Risk Management (GRM) activities beyond traditional Regulatory Compliance Management (RCM) testing. The role delivers credible challenge and insight to senior management and regulators by overseeing independent testing and QA reviews across OSFI regulatory reporting, enterprise policy and delivery adherence, and GRM issue management and closure practices, in alignment with OSFI expectations and Scotiabank governance protocols.

Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge

• Quality Assurance and OSFI Regulatory Reports and Deliverables
  • Lead the design and execution of independent testing and QA reviews over critical GRM activities, ensuring well defined objectives, testing procedures, and evidence standards.
  • Ensure the expanded testing program complements existing RCM Testing and does not duplicate first  or second line responsibilities
  • Oversee QA reviews of OSFI regulatory reports prepared and submitted by GRM to assess accuracy, completeness, timeliness, and regulatory compliance.
  • Ensure reports reflect approved methodologies, reliable source data, and appropriate governance, review, and challenge prior to submission.

• Testing Enterprise Policy Adherence (GRM Issued Policies)
  • Provide independent challenge over how GRM Policy Owners design, communicate, monitor, and enforce bank wide adherence to enterprise policies.
  • Assess consistency of policy implementation across business units and subsidiaries, including escalation and remediation of non compliance.
  • Evaluate policy attestation results, exception management, and identification of systemic or repeat issues.

• Issue Management & Closure Assurance
  • Oversee reviews of GRM’s issue management and closure practices, with a focus on self identified issues.
  • Assess timeliness, sustainability, and validation of remediation actions prior to closure.
  • Ensure root cause analyses are risk based, approved, and that lessons learned are embedded into policies, controls, or monitoring activities.

• Reporting & Stakeholder Management
  • Deliver clear, defensible reporting to GRM senior management, risk committees, and relevant governance forums.
  • Act as a key point of engagement with Internal Audit, Global Compliance, and regulators on matters related to independent testing and QA outcomes.
  • Escalate material issues, trends, and systemic weaknesses in a timely manner.

• Leadership
• Leads and develops a senior team of seasoned testing and QA professionals, setting expectations for quality, independence, and professional judgment.
• Support staff by ensuring team and work environment supports their development, through effective co-operation, challenging assignments, and cross-training. Identify high potential employees for leadership assignments.
• Develop and maintain strong internal and external partner relationships to positive influence idea sharing, collaboration and efficiency.
• Develop staff by coaching in formal settings one-on-one. Support employee performance through situational coaching of issues impacting the business, sharing knowledge/experience, and by providing challenging work with opportunities for staff to take/share responsibility for the delivery of key initiatives, to achieve business objectives/goals. Identify areas requiring development, provide opportunities to correct including support of attendance at courses specific to the area of focus and monitor progress through-out the year.
• Provide interim progress updates regarding performance and provide solutions to address any issues in coaching sessions and semi-annually at interim performance update sessions.
• Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
• Creates an environment in which their team pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Do you have the skills that will enable you to succeed in this role? - We'd love to work with you if you have:

• Graduate degree in finance, business, economics or related field
• 10+ years in Financial Industry
• Leadership experience in risk management, regulatory compliance, assurance, testing, or audit within a large financial institution.
• Deep understanding of OSFI regulatory expectations, including independent review, challenge, and effective issue remediation.
• Proven experience assessing regulatory reporting, enterprise policy frameworks, and issue management practices.
• Strong ability to synthesize complex findings into executive‑ready insights and recommendations.
• Demonstrated credibility with senior executives, control partners, and regulators.
• Expert communication with Management and Executive concerning material trends and policy/control breakdowns.
• Project Management experience in the Banking industry delivering solutions focused on continuous improvement. Ability to manage multiple projects/initiatives/reviews at any given time, often with competing priority.
• Ability to develop strong working relationships with many groups across the Bank.
• Strong supervisory skills and ability to develop staff.
