Purpose of Job

The Principal will develop, manage, and deliver donor-funded Technical Cooperation (TCs) on Gender Equality and Human Capital (GEHC) activities related to EBRD’s Investments in SEMED (Morocco and Tunisia), in close cooperation with the Regional Policy Lead (RPL) and with VP3’s regional and sectoral pillars.  Under the overall guidance of the Associate Director, G&EI Infra and Energy, and working in close cooperation with G&EI colleagues across all three pillars as well as other departments under the VP3 and the Banking department in RO, the Principal will lead and coordinate the Human Capital, Skills, Gender and Economic Inclusion activities in relation to access to skills and employment, access to finance and entrepreneurship and access to services. The Principal will support the Banking team in designing and implementing donor-funded TCs for EBRD’s client, enhancing social outcomes for projects in Morocco and Tunisia.  They will also lead policy engagement for inclusive and gender-equitable policy reforms in the region, in close collaboration with the Regional Policy Lead team, which support the design and implementation of inclusion-related policy dialogue with key stakeholders in the region – governments, regulators, the private sector, and other relevant international institutions – to advise on Human Capital, Skills, Gender and Inclusion reforms and help coordinate policy, technical, and financial assistance.

Background

The Principal is part of the Regional Policy and Strategy (RPS) team. The RPS team designs and delivers, in close coordination with PSD, CSD and Banking teams, the Bank’s policy agenda in each of its countries of operations. They will have a strong content focus in Human Capital, Skills, Gender and Inclusion, and work closely with the GEI experts based across Headquarter and RO (matrix management). G&EI is part of the Vice Presidency for Policy and Partnerships, and within that the Policy and Strategy Delivery department (PSD). PSD consists of approximately 140 staff that support technical assistance and policy engagement across the Bank’s transition qualities (except for green), political assessments, country strategy development and economic assessments as well as to support the Bank’s compliance with Article 1.

Facts / Scale

• The Principal leads the design, development, and implementation of Gender Equality and Human Capital donor-funded TCs of EBRD investments (SIG and ICA projects) in coordination with the RPL team, in Morocco and Tunisia. The Principal acts as the Operational Lead for a portfolio of existing donor-TC implementation projects in Morocco and Tunisia and will develop new ones.
• The Principal has expertise in engaging on Human Capital, Skills, Gender and Economic Inclusion with a specific focus on youth inclusion, migration and refugees, skills development, financial inclusion, and/or disability inclusion in SEMED and works across thematic teams within G&EI.
• The Principal is responsible for the implementation of ongoing Technical Cooperation assignments (TCs) for both project and policy level activities, including the successful selection and management of consultants, the delivery of outputs on time and to budget, as well as related donor engagement, reporting, and, at times, fundraising.
• The Principal, G&EI works closely with G&EI HQ, Morocco and Tunisia RO banking teams and the RPS SEMED Team for policy reform activities.
• The Principal has management responsibilities for one resource in Tunisia (Assistant Analyst, Tunisia RO).
• No budget responsibility.

Accountabilities & Responsibilities

• In line with the Bank’s Transition mandate, supports the Banking teams in designing and implementing Human Capital, Skills and Gender activities through Donor-funded Technical Cooperation (TCs) supporting EBRD’s investment, including the design of TORs, selection and management of consultants, and monitoring of impact and lessons learned (skills development, youth, gender and other human capital related areas of work);
• Supports the establishment of Human Capital, Skills, Gender, and Economic Inclusion baselines, the assessment of relevant international best practice models, and identifies ways in which these could be applied in a project and policy dialogue context;
• Monitors and assesses reform challenges and progress in relation with Human Capital, Skills, Gender, and Economic Inclusion issues within the Bank’s countries of operation in Morocco and Tunisia and leads on the design and delivery of inclusion policy dialogue, through analytical work, and direct liaison with key senior level stakeholders such as education authorities, private sector clients and strategic partners of the Bank in the region;
• As part of the Bank’s Scorecard, advises on the inclusion element for transition ratings and monitoring of inclusion related transition impact benchmarks, covering projects for the Bank’s Operational Committees (Ops Com, SBIC, and TC Com);
• Supports Human Capital, Skills, Gender, and Economic Inclusion capacity building within the Bank, specifically in Banking teams and Regional / Resident Offices, through presentations, workshops and seminars;
• Tracks and reports on the impact of GEI engagements in the Maghreb, preparing donor progress reports, case studies and communication materials that capture key lessons learned and demonstrate EBRD's impact on gender equality and human capital development;
• Represents GEI in relevant country-level donor and partnership working groups and selected events with local and international partners; supports knowledge generation and visibility activities in line with EBRD's strategic commitment to human capital development and gender equality;
• Contributes to joint work across departments and across Pillars as needed.

Knowledge, Skills, Experience & Qualifications

• A postgraduate degree in economics, international relations, international development or related field
• Experience in working with the design and management of donor funded projects though Technical Cooperation;
• Demonstrated policy or development / inclusion / gender expertise and prior work experience in policy-oriented or development area, gained for example through full-time employment in a financial or governmental institution, development agency, consultancy/company, think tank or academia;
• Knowledge and experience in project management: implementation and delivery of consultancy-based work and outcomes.
• Excellent written and oral communication skills in English and French;
• Good interpersonal skills;
• Familiarity with the SEMED region and work or study experience in Morocco or Tunisia is helpful;
• Strong analytical and quantitative skills would be an advantage;
