As a YP, you will collaborate with colleagues across disciplines and institutions, applying your expertise to help address pressing development challenges and improve lives around the world. 
YPs join the World Bank Group on an initial two-year term contract, renewable subject to satisfactory performance. During this period, YPs complete three eight-month rotations: one with their primary function and area of expertise, one cross-institutional rotation, and at least one rotation based in a country office.  These assignments enable YPs deepen their technical and operational knowledge while gaining experience across different areas of the institution.
Through the YP Academy, YPs undertake a structured learning and development journey that includes technical and operational training, language programs, negotiation and business skills, and leadership development. They also receive individual coaching, connect with mentors, and participate in strategic dialogues with senior leaders.
The Knowledge Bank is the World Bank Group’s platform for generating, curating, and applying global knowledge to support development impact at scale. It connects operational experience, analytical work, data, and global expertise to inform policy dialogue, country programs, and investments across the World Bank Group.
The World Bank Group’s Digital & AI Vice Presidency (Digital VPU) leads global efforts to accelerate digital transformation and responsible AI adoption in developing countries. The VPU integrates operational, advisory, and knowledge capabilities to help countries advance digital access and affordability, digital infrastructure, digital public infrastructure, and AI readiness.
Within the Knowledge Bank, the Digital Access team leads work on foundational digital infrastructure and affordability, focusing on knowledge generation, solution design, and the scaling of proven approaches across regions and country programs.
What You Will Deliver
You will support the Digital Access agenda through policy and regulatory engagement, innovative public–private partnerships, investment and financing solutions, and technical assistance aimed at expanding affordable, resilient, and inclusive connectivity solutions.
You will work closely with sector and team leads, industry specialists, regional teams, and partners to support the design, implementation, and scaling of digital infrastructure projects, with a focus on expanding affordable, resilient, and inclusive connectivity through public-private partnerships (PPPs), policy reform, and innovative financing mechanisms. 
The role will also support coordination across the Digital & AI Vice Presidency, World Bank Global Practices and regions, and external partners. 

• Support lending operations, investment transactions, technical assistance, and analytical work related to digital access, affordability, and digital infrastructure development.
• Support the screening and analysis of investment and financing opportunities, including financial and economic analysis, project viability assessment, evaluation of development impact, and key implementation risks.
• Contribute to the design of policy, regulatory reforms, innovative business models, and financing structures that expand broadband adoption, strengthen market competition, and improve digital inclusion outcomes. 
• Support the development of innovative financing mechanisms and public-private partnerships for digital infrastructure investments, including broadband networks, international connectivity, and shared infrastructure models.
• Conduct economic, financial, and policy analysis related to digital infrastructure markets, investment barriers, affordability, and access gaps in developing countries.
• Contribute to World Bank Group engagements on regional and cross-border connectivity initiatives, including efforts to strengthen regional integration and reduce connectivity costs. 
• Support the identification and evaluation of emerging technologies and business models that can accelerate access in underserved areas, including wireless, satellite, and community-based connectivity solutions.
• Support analytical and operational work related to cloud infrastructure, data center development, and digital ecosystem enablers, including policy, regulatory, investment, and sustainability considerations for developing countries.
• Support efforts to strengthen the resilience and sustainability of digital infrastructure, including consideration of climate, disaster, energy, and operational risks.
• Support portfolio monitoring and performance analysis, including financial, operational, and development impact considerations, as well as relevant risk assessments and due diligence processes.
• Collaborate with colleagues across the World Bank, IFC, MIGA, governments, regulators, development partners, and private sector stakeholders to develop integrated digital development solutions.
• Produce project and investment proposals, analytical reports, policy notes, guidance materials, and knowledge products that capture lessons learned and support the scaling of successful approaches across countries and regions.
• Facilitate global knowledge exchange, peer learning, and dissemination of best practices related to digital access, affordability, and infrastructure investments.

Selection Criteria

• Minimum of a master’s degree in economics, finance, business administration, engineering, telecommunications, public policy, or a closely related field
• 2–6 years of relevant professional experience 
• Experience conducting quantitative, economic, financial, or policy analysis
• Demonstrated interest in development work and the World Bank Group’s mission
• Strong analytical, research, and problem-solving skills
• Effective written and verbal communication skills
• Ability to work effectively in diverse, team-based environments
• Strong organizational skills and ability to manage multiple priorities within tight deadlines
• Proficiency in English; fluency in additional languages is considered an advantage
