Role purpose
This is an exciting opportunity to join the Regulatory Change Management Enterprise Governance, Oversight and Reporting team within Global Regulatory Change Management (GRCM), part of Northern Trust’s Chief Operating Office. GRCM oversees Northern Trust’s end-to-end management and delivery of regulatory change and provides ownership, governance and oversight of the Regulatory Change Management (RCM) Standard and related protocols.
The RCM Enterprise Governance, Oversight and Reporting team serves as the central governance and coordination function for RCM across Northern Trust. Acting as an enterprise hub, the team establishes and maintains the frameworks, governance processes, oversight mechanisms, management information and reporting capabilities that enable the firm to govern, monitor and evidence the management of regulatory change obligations globally.
The Consultant will serve as a subject matter expert and trusted adviser on RCM governance, oversight, data and reporting. The role will independently lead complex deliverables and improvement workstreams, provide constructive challenge, translate regulatory change information into actionable insight, and influence stakeholders across Business Units, Corporate Functions, Legal Entities and the Lines of Defense. The Consultant will also provide guidance to colleagues, support senior management and governance forums, and help shape the continued maturity of the enterprise RCM operating model.
The Consultant operates independently within broad policies and established risk frameworks. The role deals with complex and sometimes ambiguous issues, exercises judgment based on multiple sources of information, and has an impact across the immediate team and related stakeholder groups. The Consultant may lead projects or workstreams with manageable risk and resource requirements and acts as a resource for colleagues with less experience.
Key responsibilities
RCM governance and operating model
Provide subject matter expertise on the RCM Standard, supporting protocols, governance model and enterprise operating requirements.
Lead the design, review and continuous enhancement of governance structures, terms of reference, decision rights, escalation pathways, templates and supporting procedures.
Assess the effectiveness of governance arrangements and recommend practical changes that strengthen ownership, accountability, transparency and timely decision-making.
Advise stakeholders on consistent application of the RCM process, resolving complex questions within the role’s remit and escalating matters requiring legal, compliance or specialist interpretation.
Represent the team in cross-functional forums, working groups and change initiatives, articulating the GRCM position clearly and constructively.
Oversight, challenge and issue management
Provide risk-based oversight of adherence to the RCM process, identifying gaps, inconsistencies, trends, dependencies and emerging areas requiring management attention.
Constructively challenge incomplete, inconsistent or unsupported information and work with accountable owners to agree proportionate corrective action.
Monitor material actions, risks and dependencies through to closure, escalating delays or unresolved issues through established governance channels.
Prepare clear assessments and recommendations for management and governance forums, distinguishing facts, assumptions, risks and required decisions.
Support audit, regulatory examination, assurance and management-review activity by coordinating evidence, explaining governance arrangements and driving timely responses.
Data governance, analysis and reporting
Own or oversee defined RCM data domains, repositories, inventories, trackers and reporting products, establishing clear standards, controls and accountabilities.
Lead data-quality reviews and root-cause analysis, coordinate remediation with data owners and recommend sustainable improvements to data capture, lineage, definitions and controls.
Design, develop and maintain meaningful metrics, dashboards and management information aligned to governance, risk-management and executive decision-making needs.
Analyze complex regulatory change information to identify trends, exceptions, implementation concerns and enterprise-level implications.
Provide quality assurance and challenge over reporting inputs and narratives, ensuring outputs are accurate, timely, traceable and decision-useful.
Contribute to the design and implementation of the RCM reporting architecture, including source data, ownership, aggregation, reporting standards and product hierarchy.
Governance forums and senior stakeholder support
Help manage the end-to-end coordination of selected RCM governance forums and working groups, including forward agenda planning, paper commissioning, quality review and action management.
Prepare or oversee concise, executive-ready papers, presentations and recommendations for senior management and committee audiences.
Facilitate discussions where appropriate, summarize complex matters, surface decisions and ensure outcomes and accountabilities are clearly documented.
Build credible relationships with stakeholders across the organization.
Promote alignment across stakeholder groups, jurisdictions and Lines of Defense, helping resolve competing perspectives and establish common approaches.
Transformation, continuous improvement and functional leadership
Support delivery of transformation and improvement initiatives spanning governance, reporting, data quality, workflow, controls, documentation or automation.
Define business requirements, assess options, coordinate testing and implementation, and ensure new capabilities are embedded into business-as-usual activity.
Identify opportunities to simplify and standardize practices while preserving appropriate controls, traceability and risk management.
Provide coaching, knowledge transfer, quality review and day-to-day functional guidance to analysts and senior analysts in location.
Anticipate changing priorities and regulatory demands, mobilize support where needed and contribute flexibly to strategic projects, emerging issues and other GRCM priorities.
Knowledge and skills
Strong practical knowledge of regulatory change management, compliance, risk management, governance or a closely related discipline within financial services.
In-depth understanding of how governance, data, process, people and technology combine to support an effective and sustainable control environment.
Advanced analytical and critical-thinking skills, with the ability to evaluate multiple sources, identify root causes, exercise judgment and develop pragmatic recommendations.
Excellent written and verbal communication skills, including the ability to distill complex issues into clear executive-level papers, presentations and decisions.
Strong influencing, facilitation and stakeholder-management capability, including confidence providing constructive challenge and building consensus without direct authority.
Demonstrated ability to lead complex workstreams, manage ambiguity, prioritize competing demands and deliver high-quality outcomes with limited supervision.
Advanced proficiency in Microsoft Excel, PowerPoint, Word and SharePoint; experience with ServiceNow, CUBE, workflow, business-intelligence or data-visualization tools is advantageous.
Sound understanding of data governance, management information, reporting controls, documentation standards and auditability.
Highly agile, collaborative and improvement-oriented, with the resilience to adapt quickly while maintaining appropriate rigor and control.
Ability to coach colleagues, transfer knowledge and establish consistent quality standards across a team.
Experience and qualifications
A college or university degree, or equivalent relevant professional experience, is required.
A relevant professional qualification in compliance, risk, governance, audit, data, business analysis or project management is preferred.
Typically 5 to 7 years of relevant experience in financial services, including regulatory change, compliance, risk, governance, reporting, data management, business management or a related discipline.
Demonstrated experience advising stakeholders on governance or control requirements and influencing delivery across a matrixed organization.
Demonstrated experience producing and challenging management information, governance reporting or executive-level papers.
Experience designing or improving governance, reporting, data-management or control frameworks and leading implementation through to business-as-usual adoption.
Experience leading cross-functional workstreams, resolving complex issues and managing risks, dependencies, decisions and actions.
Experience providing informal leadership, coaching or subject matter guidance to colleagues is preferred.
Experience working across regions, jurisdictions or Lines of Defense is advantageous.
