Department Overview

Corporate Treasury is responsible for managing all aspects of liquidity and funding requirements of the firm in accordance with the Executive Management Boards mandated risk appetite and in compliance with regulatory liquidity metrics.

Global Treasury has a presence in Tokyo Headquarter, New York, London, Frankfurt, Singapore, Mumbai and Seoul, and is supported by an offshore team in Powai, India. The Treasury department comprises three core functions: Funding & Investments, Liquidity Management, and Treasury Data & Reporting. While the primary role for this position is to oversee Treasury matters for the Korea entity, the successful candidate will also gain exposure to Asia ex Japan regional and Global Treasury agendas.

Role Description

Reporting directly to Korea CFO locally and to Asia ex-Japan Head of Liquidity Management functionally, the VP, Treasury Specialist will oversee liquidity, funding, and risk management for Nomura’s Korea entity while collaborating with regional and global Treasury teams. The role involves optimizing funding strategies, managing capital activities, and ensuring regulatory compliance, with significant exposure to senior stakeholders across Finance, Risk, and Business divisions.

A significant portion of the role involves working directly with senior stakeholders across the business, finance, operations and risk to ensure continuous dialogue and review of all matters relevant to Treasury.

Responsibilities

Funding and Investment

• Optimise the funding sources for Korea entity’s while complying with the firm’s liquidity risk appetite.
• Operate Korea entity’s Electronic Short Term Bond (ESTB) program.
• Investment of Liquidity Pool subject to regulatory and internal requirements. Maximise P&L by optimising across currencies held.
• Manage the Corporate entities capital activities such as Capital injections, Sub-debt, and Dividend.
• Manage interest rate and FX risks related to the corporate division.

Liquidity Risk Management

• Design, implement and monitor liquidity risk framework for Korea entity.
• Liquidity risk modelling for global markets business.
• Continuously review the liquidity risk framework in light of changing business dynamics.
• Forecasting liquidity pipeline under both BAU and stress scenarios.
• Design and implement an FX management framework, including collateral swaps.
• Design liquidity sources and uses analysis at country and regional level.
• Understand country specific challenges and communicate with regional and global headquarters.
• Co-ordinate and lead annual CFP exercises for Korea entity.
• Development of FTP policies to support commercial decision making, taking into account specific country nuances and cross-border restrictions.

Data and Reporting

• Responsible for liquidity reporting for local regulators and consolidation of Korea entity to Japan Financial Services Agency reporting.
• Engagement with business for liquidity optimization and trade mitigation.
• Design, implement and maintain a regulatory reporting control, governance and escalation frameworks.
• Contribute to annual governance attestations such as RCSA, EUC, BCP.
• Daily/monthly report review, challenge and sign-off, working closely with the off-shore production team. 

Change Agenda

• Responsible for end-to-end daily Treasury MI from data sourcing and automation of liquidity reporting to explains and business MI.
• Treasury lead for new business initiatives – technology upgrade, ESTB program setup, new product implementation etc.
• Involvement in UAT and impact assessment of policy changes.
• Treasury point of contact for business, operations, finance and other functions for all things change related.

Stakeholder Interaction

• Regular interaction with business CAOs to understand the liquidity pipeline, liquidity usage drivers and assist with the financial resource budgeting process.
• Interacting with a variety of different desks to help drive business strategy and the firms return dynamics with particular attention to “time to market” to stay competitive in the market.
• Provide insights to entity management, including Asset Liabilities Committee, on its liquidity matters.
• Work with other corporate finance and risk functions, including 2nd Line of Defence Treasury Risk, to make effective use of the firm’s balance sheet (capital and liquidity) to help meet business objectives. Must have visionary responses and have “Sense & Response” attitude.
• Proactively articulate and explain both verbally and in writing processes and procedures to Risk, Audit and Model Validation colleagues with governance and controls in mind. 

Requirements

• University degree, a higher degree and/or a professional accounting / risk management qualification is a plus
• Minimum 8 years’ experience in Funding/ ALM/ Liquidity Risk Management in an international financial institution with a focus on Asian jurisdiction, especially Korea
• Minimum 8 years’ experience in design and implementation of liquidity risk and ALM framework
• Deep understanding with hands on experience of the regulatory liquidity framework, funding, recovery & resolution planning
• Must be able to work well under tight deadlines and handle multiple responsibilities
• Able to explain complex issues, policies, and procedures to varied stakeholders across senior management, peers, finance functions, risk, audit, model validation etc.
• Strong quantitative & analytical skills with advanced data handling, documentation and presentation skills.
• Experience with financial market; including bond math, fixed-income instruments, foreign exchange and secured financing (e.g. repo and stock loan), funding strategies, and proficient in financial modelling, analysis, and advanced Excel skills.
• Self-starter and eager to learn, able to take ownership of issues and drive to conclusion with particular emphasis on time to market.
• Communicate confidently to senior desk heads across various business lines.
• Strong negotiation and conflict management skills.
• Prior experience in digital transformation of Treasury function is highly desirable.
