ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.
The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.
The Requirements Division executes requirements management for NATO capabilities. It develops capability requirements, provides traceability and quality assurance of capability requirements, performs gap analysis and supports interoperability and implementation options across the DOTMLPFI spectrum.
The Capabilities Requirements Branch, with cross-functional Requirements Management Teams, develops NATO capability requirements and recommend courses of action to resolve issues associated through lifecycle management. The Branch, in coordination with other branches in the Capability Division, performs requirements engineering, modelling, enterprise architecture and capability design activities to ensure shared understanding, consistency within and between capabilities, and completeness of the requirements sets. The Branch coordinates Divisional efforts in capability requirements development, traceability, and quality assurance support; gap analysis; and interoperability standards.
For Senior Requirements Engineer (Standard-Interop):The incumbent is a Staff Officer in the CR branch providing support and expertise across all requirement development project teams, ensuring cross capability consistency in the areas of standardization and interoperability at the Enterprise, Alliance, and Federation levels. The incumbent also liaisons with communities of interest in ACT and NATO to maintain Enterprise level awareness, and with Industry, and Academia to retain cutting edge knowledge in the field of his/her expertise. The incumbent has experience/knowledge of interoperability standards and standardization processes.
For Senior Requirements Manager: The incumbent is a Staff Officer in the Capability Requirements Branch leading and/or supporting requirements development Project teams in the development of capability requirements to enable the execution of the capability delivery process in NATO. The incumbent has experience/knowledge of requirements engineering, procurement, and defence planning.
Principal Duties:
- Support the definition of the Operational Requirements Specification for the aspects related to standardization and interoperability.
- Establish and maintain a network of Subject Matter Experts (SME) to identify relevant interoperability aspects and standards.
- Support the elicitation, capture, development, analysis, evaluation and traceability of requirements at all levels.
- Establish and maintain traceability within and between requirements sets, and with relevant architectural models.
- Maintain requirement artifacts in the repository ensuring versioning and configuration control.
- Perform elicitation of stakeholders requirements and identify operational requirements, capability targets and Regulatory Requirements relevant to interoperability and standardization across all capabilities.
- Perform requirement validation and support technical reviews as requested.
- Support the change and configuration management processes to ensure the integrity of capability requirements throughout the life cycle.
- Contribute and participate in the development of policies, directives and process refinement related to requirements.
- Support the development of concepts of operation for the assigned capability.
- Identify changes to requirements, prepare Change Requests, implement approved changes to capability requirements in accordance with the requirement change process.
- Contribute to the Lesson Learned (LL) process.
- Propose changes to established process as part of the branch continuous improvement process.
- Conduct any other duties as directed.
For Senior Requirements Engineer (Standard-Interop):
- Support the Capability Requirements Management Teams during the capability requirement development activities for the aspects related to interoperability, standardization, and alignment with FMN spiral specifications.
- Support the capability requirement engineering process for all capabilities by identifying the relevant interoperability and standards aspects, with particular reference to NATO STANAGS and alignment to FMN spiral specifications.
- Monitor overlaps, dependencies and consistency across capabilities, to foster coherence and optimisation across the Enterprise for the aspects related to standardization and interoperability.
- Informs all capability requirements sets by ensuring that relevant interoperability requirements are correctly captured.
- Ensure cross capability consistency in the areas of interoperability and standardization.
- Liaise with communities of interest in ACT and NATO to maintain Enterprise level awareness, and with Industry, and Academia to retain cutting edge knowledge in the field of his/her expertise.
For Senior Requirements Manager:
- Lead the Capability Requirements Management Team during the capability requirement engineering activities for the assigned capability.
- Develop actionable plans related to the activities to be conducted during the requirement engineering process for the assigned capability.
- Perform the stakeholder analysis for the assigned capability.
- Perform high-level capability design with the support of available architectural expertise.
- Develop courses of action in support to the capability development process.
- Liaise with innovation champions to investigate the potential implementation of emerging disruptive technologies during the development of the assigned capability
- Perform requirement definition across all aspects of DOTMLPFI ensuring that requirements are specific enough to support the implementation phase yet not too restrictive to restrict possible technical solution.
- Ensure requirements across all aspects of DOTMLPFI meet defined quality criteria.
- Lead the development of the Capability Requirement Brief (CRB) and support the development of the Capability Programme Plan (CPP) for the assigned capability.
- During capability programme planning, lead the decomposition and refinement of capability requirements and their apportionment to projects for the assigned capability.
- Organize and participate to workshops, seminars, conferences and meetings in support of the activities above.
Essential Qualifications / Experience:
- Minimum 4 years of experience in the last 10 years supporting large-scale procurement and acquisition programmes.
- Experience in development and coordination of policy, directives, and concepts.
- Minimum 3 years of experience in the last 10 years in leading project teams.
- Experience in the organization and conduction of workshops, seminars, and conferences.
- Experience in handling complex problems.
For Senior Requirements Engineer (Standard-Interop):
- University Degree in library, information science, management information systems, computer science or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
- Minimum 3 years of experience in the last 10 years in the identification of interoperability gaps between capabilities both in national and international context.
- Experience in negotiation and conflict resolution.
- Excellent analytical and problem-solving skills.
For Senior Requirements Manager:
- University Degree in business administration, engineering, economics, public administration, operations research, business process engineering, management information systems, accounting, finance, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
- Experience in translating operational needs into clear and unambiguous language, in support of acquisition processes.
- Minimum 3 years of experience in the last 10 years in change and configuration management processes.
Language:

Desirable Qualifications / Experience:
- Experience in requirement engineering.
- Certification in requirement engineering, for example, International Requirement Engineering Board (IREB).
- Experience in briefing senior leaders/decision makers at the FOGO/governance level in a National or Multinational environment.
- Knowledge of requirements management tools (e.g. Doors, Visure, RequisitePro).
- Familiarity with enterprise architecture methodologies and perspectives (e.g. TOGAF, DoDAF, NAF, MoDAF, ArchiMate, UAF, SysML).
- Knowledge of best practices in Program and Project Management.
- Knowledge of best practice in government/military capability development procedures and organization.
- Knowledge of best practice government/military capability development, implementation and in-service support processes.
- Knowledge of best practice government/military funding and acquisition processes.
- Trained in information system management, operations research or related discipline.

For Senior Requirements Engineer (Standard-Interop):
- Knowledge of the NATO standardization process and related organizations.
- Experience related to interoperability and application of standards/STANAGS in the context of military capabilities development.
- Experience in contributing to the definition of international standards.

- Experience in translating operational needs into clear and unambiguous language, in support of acquisition processes.
- Experience in the definition of spirals for the Federated Mission Networking (FMN) or similar initiatives.

For Senior Requirements Manager:
- Experience in the definition of future military capabilities.
- Experience in the identification of gaps between current and envisioned military capability.
- Knowledge of the NATO or national processes related to the allocation of funds to capability development programmes.

Must be able to liaise effectively both within and outside the HQ with military and civilian personnel up to the rank/position up to OF-8. Must be adept at relationship building, negotiation and conflict resolution to achieve results.
Contribution To Objectives:
The incumbent provides essential leadership of requirements development Project teams in the development of capability requirements to enable the execution of the capability delivery process in NATO. The incumbent has experience/knowledge of requirements engineering, procurement, and defence planning. The delivery of the incumbent’s outputs directly impacts SACT’s ability to meet strategic intent.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
