Job Summary

The Associate Director, Risk & Control, based in Dhaka, plays a pivotal role within Standard Chartered's Corporate & Investment Banking (CIB) Coverage Banking business. This position is responsible for partnering closely with the Country Head to manage end-to-end process risks within the Conduct & Control team, operating within a comprehensive Single Process Universe framework. The role commands accountability for the effective execution of the first line of defence, ensuring operational risk frameworks are enacted with precision and adherence to governance standards.

Strategically, this role supports the Country Lead by identifying and addressing risks inherent in the full spectrum of business processes, including those activities which may be hubbed or outsourced. By implementing rigorous control assessment standards (CAS), the Associate Director monitors and champions the efficacy of control mechanisms, escalating material risks through appropriate hierarchical channels.

On the business front, the Associate Director maintains a vigilant pulse on the economic and market environments impacting operations locally and regionally. They provide critical insight into the operational risk dimensions of new business strategies and initiatives, facilitating seamless adoption of corporate risk and control projects within the country.

The role demands operational rigor, ensuring all business-as-usual deadlines and key control indicators (KCI) are consistently met, while serving as a trusted escalation point for operational risk incidents within the country. Maintaining ownership of residual risk evaluation and remediation actions in partnership with centrally located or Global Business Services (GBS) teams is also essential.

Key Responsibilities

Key responsibilities include acting as the primary liaison across business units and risk functions within the country or countries of operation to promote transparency and share best practices relating to operational risk management. You will be instrumental in supporting business teams to reduce operational risks and losses while ensuring that any material losses are thoroughly investigated and remediated to prevent recurrence.

You will identify any non-standard processes across the operations and ensure these are governed by robust control frameworks that receive appropriate approvals. Maintaining regular engagement with frontline Coverage Banking professionals and Compliance colleagues is crucial to keep all stakeholders informed about product changes, regulatory updates, policy shifts, compliance reviews, and audit findings.

People & Talent: Demonstrating leadership in cultivating a risk-conscious culture is vital. This includes setting the tone at the top for risk awareness and ethical conduct among Coverage Banking staff and collaborating with risk control partners across functions to embed these values.

Risk Management: You will be responsible for identifying and evaluating operational risks arising from new products, business lines, and regulatory developments, ensuring that effective controls are designed and implemented. Promoting awareness of risk governance responsibilities amongst all staff and upholding adherence to relevant policies within Coverage Banking is part of your remit. You will act as a proactive voice on emerging risks and contribute to building operational risk knowledge through targeted training programs.

• Supporting the Regional / Country Heads in conducting peer reviews.
• Responsible for developing strong working relationship with country, regional and global stakeholders to facilitate end-to-end investigation of business issues.
• Responsible for providing guidance to the business on working towards an advanced MCA, driving improvements in year-on-year average MCA ratings.

Governance
• Support Country Lead, Risk & Control in effective running of Country Coverage Banking Non-Financial Risk Forum (NFRF).
• Support Country Lead, Risk & Control in ensuring adequate governance and oversight of operational risk in the country, through the escalation and appropriate resolution of risk exposures to the Country Risk Committee (CRC) and Non-Financial Risk Committees (NFRCs) as required.
• Responsible for escalation of issues, blockages, challenges and trends to the Country / Cluster Head, Risk & Control and Country business head (s), as required.

Regulatory & Business Conduct
• Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
• Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

• Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures.

Key Requirements for the role
• Knowledge of Transaction Banking and Financial Markets products – to enable assessment of cross-business issues.
• Relevant business experience in operations, business analysis or project management.
• Clear understanding of the Bank’s Operational Risk Framework or equivalent experience gained in other organisations.
• Demonstrated history of applying sound judgement with critical thinking skills and courage necessary to perform a control role and maintain effective working relationships.
• Strong analytical skills, detail-focused with the ability to interpret large volume of information.
• Problem solving skills with ability to influence across all levels of business.
• Ability to independently drive initiatives with minimum hands-on supervision.
