Job Summary

• Group Resilience is responsible for enabling the Bank to anticipate, withstand, respond to, recover from, and learn from operational disruptions through a unified framework and capabilities to meet regulatory expectations and strengthen operational readiness. We continue to stay committed to enhancing and embedding resilience as a capability throughout the Bank, via a comprehensive approach which encompasses 3 key pillars: Resilience, Resolvability and Crisis Management.
• Operational Resilience ensures the safeguarding of the Bank’s critical business services and their supporting resources, ensuring they can function effectively during adverse events. Resolvability ensures the Bank can maintain continuity of critical operations and access to services in the event of severe stress or resolution, in line with regulatory expectations. Crisis Management provides the structures, capabilities, and coordination required to respond decisively to incidents, protect stakeholders, and stabilise the Bank during periods of heightened uncertainty. As a collective, these pillars support regulatory compliance, protect stakeholders, and reinforce the Bank’s reputation as a trusted and reliable institution.
• Group Resilience plays a pivotal role in supporting the Bank by implementing robust frameworks, monitoring risks, and maintaining compliance with evolving regulatory requirements. Through proactive planning, rigorous testing, and continuous improvement, we help to ensure the Bank remains resilient and well-positioned to serve our customers and stakeholders.
• Under the Bank of England’s Resolvability Framework, the Bank has two key Operational Continuity barriers – Operational Continuity in Resolution (OCIR) and Continuity of Access to Financial Markets Infrastructure (FMIs) that are essential to the Bank’s overall Resolvability.
• Both the Barriers have underlying regulations that the Bank needs to comply with and ensure that underlying operational capabilities have been built and are regularly tested to ensure ongoing compliance.
  Standard Chartered Bank operates across more than 50 geographies, and multiple regulators, including but not limited to Bank of England, Hong Kong Monetary Authority (HKMA) and Monetary Authority of Singapore (MAS), have also come up or are in the process of coming up with Operational Continuity regulations that the Bank needs to ensure compliance with.

Key Responsibilities

• This role has diverse responsibilities: providing strong foundations and strategic direction for the Operational Continuity barriers with a specific focus on geographies and country related implementation and oversight. The role will represent the cluster within the enterprise-wide approach to regulatory adherence, ensuring alignment with local regulations while maintaining the highest quality from a Group perspective.
• The role will own aspects of the enterprise wide approach, for example in FMI ensuring completion of the Group process as well as delivery of local requirements. This includes being a delegate for the Global Lead.
• The role will be focused, but not limited to, UK, Middle East and Africa and ensuring local compliance with relevant regulations, regularly meet and provide updates to the Regulators. The role also involves senior stakeholder management with the Bank in the respective locations, ensuring that the relevant OCIR & FMI standards are effectively embedded across the relevant Businesses and Functions. 
• The ideal candidate will be an Executive Director with at least 10 years of experience in managing build-up and ongoing running of operational capabilities that support Operational Continuity, in organisations with a similar level of geographical footprint and complexity. A pan-Bank understanding of operations and underlying technology that underpins these operations will be a significant plus for this role
• This includes but is not limited to Bank of England  regulations for OCIR & FMI, which are in effect and need to be complied with. It is important to note that the asks and scrutiny from the regulators continues to increase significantly.

Strategy

• For the countries covered and in support of the Group approach 
• Ensure compliance to relevant OCIR & FMI regulations both locally and at an enterprise level.
• Provide inputs to the Restructuring options menu of the Bank and support scenario-agnostic operational capability build for the Bank that enables execution of such Restructuring options for the Group and in country.
• Work with the Services Management Office (SMO) to embed a service-led culture for the Bank by providing regular and streamlined mapping information of underlying operational assets that underpin the Bank’s
• Services, including the Important Business Services (IBS).
• Be a key conduit between local regulation and regulatory direction and internal strategic direction.
• Own end to end compliance of local, country specific OCIR & FMI regulations and track that requirements are met across all Businesses and Functions.
• Provide ongoing awareness of Operational Continuity objectives across the Bank through training, communication and regular ‘teach-in’ sessions with senior stakeholders including the Group Management Team and the Board.

Business

• Responsible for engaging key stakeholders / CMT in the countries i.e. Country CEOs and COOs, Business and Function Heads on the regulatory requirements, capabilities in place, initiatives and key risks
• Work closely with Group Businesses, Functions and RRP Teams to align on the requirements and deliverables
• Partner with the cluster entity FMI Owners to support contingency planning for our critical FMIs
• Act as escalation point for regional / country issues and queries related to all OCIR & FMI activities
• Conduct briefings (directly and through other regional directors) periodically for all OCIR & FMI updates and deliverables across relevant countries and at a Group level where appropriate
• Support the regulatory engagements both at the Group and Countries in the cluster with respect to bilateral meetings and CMG meetings, Requests for Information (RFI) etc. 
• Support the OCIR & FMI Scenario Testing together with RRP through structured training and communications 

Processes

• Drive quality and effectiveness of OCIR capabilities and processes, specifically including Critical Economic Functions (CEF) assessment, core business lines, maintenance of the OCIR Service Catalogue, OCIR & FMI Playbook, principles for FMI continuity, contractual requirements, operational barrier framework and Scenario Testing
• Support strategic change initiatives for OCIR, FMI and Group Resilience and drive continuous improvement initiatives for process efficiency 
• OCIR & FMI is going through a significant change through uplifting capabilities to manage and support Group wide restructuring (Program Phoenix). The role requires having a good understanding of the changes and their impact in the countries including maintaining awareness / updates in the countries.
• Support the Operational Resilience requirement for implementation on a regional level, as required

People & Talent

• Mentor the clusters across the Group and working closely with them as the main point of contact for the regions for OCIR Country Coordinators, GPOs, and CPOs in closing out the actions
• Ensure effective and collaborative engagement, living the value of “better together”

Risk Management

• Support the design, monitoring, review and reporting of risk and controls within the OCIR Function in line with Operational and Technology Risk Type Framework. Report any non-compliance to senior management and Non-Financial Risk Committees (NFRC) through periodic metrics, residual risk assessment and treatment plans
• Ensure all FMI requirements are met regionally and support maintenance of up-to-date detailed data describing regional reliance on FMIs
• Support any second/ third line activities across all OCIR processes by ensuring alignment with OCIR & FMI Standard

Governance

• Support the implementation of the relevant Policy and Standards for OCIR and FMI
• Support local Legal and Compliance teams to produce materials for regulatory submission and to respond to regulatory enquiries related to OCIR & FMI and other aspects of Country Recovery Plans
• Provide inputs and help drive engagement with RRP for managing resolvability for the bank and ensuring the interlinkages across barriers is managed
• Support interpretation and impact analysis of emerging regulations
• Build and ensure delivery of workplans to enable regulatory compliance

Our Ideal Candidate

Skills & Experience

• 12+ years of relevant experience in OCIR and FMI, within the financial services and with good understanding of resolution, resolvability and resilience regulations  
• Understanding of Standard Chartered Group’s Businesses, footprint, and operating model
• Strong knowledge of Operational and Technology Risk Type Framework, risk governance and controls will be preferred. Well versed in the RCSA end-to-end process.
• Ability to engage and influence stakeholders across Businesses, Functions and Countries
• Excellent written and verbal communication skills to communicate with Business and Functions, Group and Regional stakeholders. Confident in communicating with senior management
• Experience with ‘agile’ ways of working and be comfortable working in ambiguity 
• Strong analytical skills and ability to analyse, prioritise, make decisions while working with tight timeframes 
• Must be a self-starter who is able to initiate and successfully drive programmes and projects to completion with minimum management supervision
• Education University Degree
• Languages English
