Skills and Competencies
- Minimum 10 years’ experience in government affairs, regulatory affairs, financial services policy, or a related field, with substantial exposure to the Gulf region
- Strong understanding of the regulatory and licensing frameworks governing financial services across the Gulf Cooperation Council, including the roles of key regulators such as the Saudi Capital Market Authority, Central Bank of Saudi Arabia, UAE Securities and Commodities Authority, Dubai Financial Services Authority, and Abu Dhabi Global Market
- Demonstrated ability to connect regulatory and policy analysis to commercial outcomes, identifying how the policy landscape creates or constrains business opportunity
- Experience preparing regulatory submissions, licensing applications, policy papers, briefings, impact assessments, or equivalent analytical work
- Excellent written and verbal communication skills in English; proficiency in Arabic is highly desirable
- Strong interpersonal skills, with the ability to build trusted relationships with government officials, regulators, and senior internal stakeholders
- Comfortable working with a high degree of autonomy in a matrixed, global organisation
- Preferred experience includes direct exposure to a Gulf financial regulator, government ministry, sovereign wealth fund, regulated financial institution, credit rating agency regulation, capital markets development, or related financial services frameworks in the Gulf context
- Basic understanding of artificial intelligence concepts, with curiosity and enthusiasm for learning how AI tools can be used to improve processes and drive efficiency. Interest in exploring AI systems and a willingness to develop awareness of responsible AI practices, including risk management and ethical use.
Education
- Postgraduate qualification in law, public policy, economics, international relations, or a related discipline is preferred
Responsibilities
Advance Moody’s government, regulatory, and policy engagement across the Gulf to support business growth, market access, and risk awareness.
- Lead government relations, regulatory engagement, and policy analysis activities across the Gulf Cooperation Council (GCC) region
- Advise Moody’s business leaders on regulatory requirements, licensing pathways, and policy developments affecting market expansion and commercial opportunities
- Provide regulatory due diligence, policy risk assessments, and strategic insights to support business development, partnerships, and new initiatives
- Monitor and analyze regulatory, political, and economic developments across the GCC, assessing implications for Moody’s operations and growth strategy
- Prepare regulatory briefings, position papers, consultation responses, and senior leadership materials
- Build and maintain relationships with government ministries, financial regulators, central banks, sovereign wealth funds, and other key stakeholders
- Represent Moody’s in industry forums, regulatory roundtables, policy discussions, and stakeholder engagement activities across the region
- Identify emerging regulatory and policy trends, proactively highlighting risks and opportunities to internal stakeholders
- Collaborate with commercial, legal, compliance, communications, and global Government, Public & Regulatory Affairs teams to ensure consistent and commercially informed engagement strategies
- Contribute to cross-regional initiatives, knowledge sharing, and the broader strategic objectives of the Government, Public & Regulatory Affairs function
- Regular travel across the Gulf Cooperation Council is expected, with periodic travel to Moody’s offices in London and other locations as needed.

Our Government, Public & Regulatory Affairs (GPRA) team is responsible for providing expertise in government relations, public policy, regulatory analysis, and geopolitical affairs that inform Moody's strategy, operations, commercial activities, and risk management across all business lines and markets.
GPRA shapes Moody's positions on regulatory policy worldwide, builds and maintains relationships with governments, regulators, and multilateral institutions such as IOSCO and the Financial Stability Board, and advances thought leadership that strengthens Moody's reputation with financial policymakers. The team also engages on emerging policy topics, including those related to artificial intelligence and technological innovation, where relevant to Moody's business and stakeholders.
