Purpose

The purpose of a Product Owner is to maximize the value of the product by defining a clear product vision (are they setting the vision or would this align to ), managing authoring, refining and prioritizing the Product Backlog balancing trade-offs across desirability, viability and feasibility – making sure the right thing is being ‘built’, and prioritising work based on business goals. They act as the primary liaison between stakeholders and delivery teams, ensuring the product meets user/customer needs and delivers optimal value. Product Owners are responsible for developing a roadmap and driving execution of their product area/sub-journey, applying continuous improvement principles and techniques.

Join us as a Technical Project Manager at Barclays, where you will play a pivotal role in coordinating complex, cross-platform activities, ensuring regulatory, risk and technology priorities are delivered consistently across multiple application teams.

This role sits within the Catalyst Programme, a strategic initiative focused on modernising technology processes ensuring platforms remain compliant with evolving regulatory expectations. You will work closely with Release Train Engineers, application leads and senior technology stakeholders to coordinate large-scale technology upgrades, platform migrations and risk and control initiatives across the estate. This is a non-Agile delivery role with a strong focus on governance, planning and execution.

To be successful as a Technical Project Manager, you should have:
• Proven experience driving Risk and Control initiatives across complex application landscapes.
• Experience managing technology backlogs using JIRA, with a good understanding of Agile delivery methodologies such as SAFe and Kanban
• Strong experience leading complex platform migrations, enterprise-wide technology upgrades and large-scale infrastructure or application transformation programmes

Some other highly valued skills may include:
• Technical experience working alongside infrastructure, system administration, database administration (DBA) or platform engineering teams.
• Knowledge of budgeting, financial planning, forecasting, and resource management within large technology programmes
• Experience delivering technology change within highly regulated financial services environments, particularly where risk, controls and regulatory compliance are key drivers
