We are seeking an experienced and highly motivated Technical Delivery Manager to support the successful delivery of complex, high-impact technology programmes and projects across our work in central government.
This role needs a strong delivery professional who thrives in fast-paced environments, with a deep understanding of Agile methodologies, the GDS Service Standard, a proven track record in the public sector, and a passion for driving digital transformation to serve the public effectively.
As a Technical Delivery Manager, you will help public sector organisations deliver enhanced services and achieve strategic goals. You'll support government clients in leveraging digital, data, and technology to improve efficiency, citizen engagement, and resilience.
Types of work you would be involved in:
- GDS Compliant & Personalised Citizen Services: You will support the design and implementation of citizen-facing digital services, ensuring compliance with GDS Service Standards while helping build in personalisation and proactive features to anticipate citizen needs. This involves working with multi-disciplinary teams across user research, service design, solutions, architecture, and agile development to create intuitive and effective public services.
- AI-Powered Citizen Engagement: You will support the integration of AI into citizen-facing services, helping develop solutions that enhance interactions through intelligent automation, next best action, virtual assistants, and predictive support.
- CRM & Contact Centre Transformation: You will contribute to the transformation of CRM and Contact Centre platforms, including Salesforce, Microsoft Dynamics, and Creation, helping modernise systems to improve citizen relationship management and streamline communication channels. This involves supporting the implementation of new technologies and processes to enhance agent effectiveness and citizen satisfaction.
- Seamless Omnichannel Service Delivery: You will help develop and integrate omnichannel approaches, supporting a consistent and unified citizen experience across touchpoints including web, mobile applications, and other digital channels. This work focuses on contributing to cohesive digital journeys that are easy to navigate and highly accessible.
- Data-driven delivery: You will support data-driven delivery by using insights, forecasting, tooling, and AI to improve delivery efficiency and inform better decision-making.
Key Responsibilities
- As a Technical Delivery Manager, you will lead and support delivery teams, focusing on the successful execution of projects or significant workstreams for some of our most important public sector clients.
- You will contribute to delivery direction by ensuring your projects align with client and organisational goals, while helping foster a high-performing technical team.
- You will deliver projects that make a difference fostering a culture of one team with our central government clients.
- Market Development and Business Development: Support the identification of emerging client needs, contribute to opportunity shaping, and help develop compelling proposals for public sector engagements. Contribute to client engagement, thought leadership, and the development of Deloitte's service offerings.
- Team Leadership & Development: Lead, mentor, and coach team members within project teams or workstreams, supporting their professional growth while promoting best practices and governance models.
- Lead Agile Technical Delivery: Lead the delivery of complex digital products, services, or significant workstreams, ensuring delivery is aligned with client objectives and Deloitte's quality standards. Apply agile principles and modern delivery methodologies to support successful outcomes.
- Stakeholder Engagement & Communication: Build and manage trusted relationships with public sector stakeholders, delivery leads, and ecosystem partners. Act as a credible advisor, understanding client needs, supporting strategic conversations, and helping identify future opportunities.
- Contribute to Technical Strategy & Vision: Contribute to technical strategy, vision, and roadmaps for client programmes or major workstreams. Support the identification and development of innovative solutions, using emerging technologies to address public sector challenges.
- Technical Oversight & Guidance: Provide technical guidance and delivery oversight across projects or workstreams, helping ensure architectural integrity, technical quality, and alignment with client and Deloitte standards. Support teams in navigating complex technical challenges and delivery decisions.
- Quality Assurance & GDS Compliance: Ensure technical solutions meet high-quality standards, user needs, and comply with relevant government digital service (GDS) standards and accessibility guidelines.
- Drive Continuous Improvement: Support a culture of continuous improvement within delivery teams, introducing practical improvements and using performance insight to enhance efficiency and value.
- Financial & Resource Management: Support financial and resource management for projects or workstreams, including budgeting, forecasting, resource planning, and commercial discussions. Contribute to delivery efficiency and value for both clients and Deloitte.
- Risk Issue & Dependency Management: Identify, assess, and manage project or workstream-level risks, issues, and dependencies, ensuring timely mitigation and clear communication.
Connect to your skills and professional experience
Essential:
- Strong, demonstrable experience, proven experience, in a senior delivery or consulting role such as Associate Director, Senior Manager, or Delivery Lead within a leading consulting firm or complex public sector organisation, with a strong focus on digital transformation and delivery. Experience with identity solutions and concepts, particularly within a public sector context.
- Experience supporting business development and sales activity, including identifying client needs, contributing to proposal development, and helping shape opportunities within the public sector.
- Ability to understand client demand, articulate value propositions, and contribute to practical solutions that address complex public sector challenges.
- Proven track record of supporting the shaping, winning, and delivery of large-scale digital transformation programmes or significant workstreams, from discovery and design through to live service and measurable impact.
- Strong understanding and practical application of Agile methodologies (Scrum, Kanban) and experience working within Agile frameworks.
- Solid technical background with an understanding of modern software development practices, cloud technologies (e.g., AWS, Azure), DevOps, and architectural principles.
- Experience supporting commercial management, resource planning, budgeting, and client discussions within a consulting or public sector delivery environment.
- Strong communication and influencing skills, with the ability to build trusted relationships with senior government clients, delivery stakeholders, and industry partners.
- Excellent stakeholder management, communication, and influencing skills, with experience engaging with senior stakeholders.
- Thorough understanding of government digital service standards (GDS), security principles (e.g., NCSC), and data protection regulations (GDPR).
- Experience in managing third-party suppliers and navigating public sector procurement processes.
- Strong leadership potential, with a track record of supporting and developing team members.
- Comfortable working with Directors and Partners to support account growth, delivery assurance, and client relationship development.
Desirable:
- Experience with legacy system modernisation and migration projects.
- Knowledge of user research, service design, and accessibility best practices.
- Experience in a specific domain is relevant to our Public Sector business (e.g., health, defence).
