Rapid economic growth, driven by urbanization and demographic dividend, has brought down poverty rates, but severe forms of exclusion and disparities based on ethnicity, caste, and gender remain. The World Bank in South Asia: https://www.worldbank.org/en/region/sar The Financial Management (FM) unit within the Governance Global Practice (GGP) in Bhutan has three primary functions: (i) delivering high-quality financial management services, including project preparation and implementation support for Bank-financed operations, and promoting the use of national Public Financial Management (PFM) systems to strengthen development outcomes; (ii) collaborating with partner countries to improve their PFM performance and capacity, in close partnership with other Global Practices (GPs) and regional and corporate Bank units; and (iii) supporting partner countries in advancing their professional accountancy institutions and enhancing corporate financial reporting standards, including accounting and auditing practices. The Unit is seeking an Extended Term Consultant (ETC) to be based in Thimphu, Bhutan for one year term. The ETC will be part of the regional GGP team and report directly to the Unit’s Practice Manager based in Washington. The selected candidate will be offered a one-year appointment, renewable at the discretion of the World Bank Group, and subject to a lifetime maximum ET appointment of three years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum.

Duties and accountabilities

• • Oversee the FM fiduciary work program, ensuring the quality, relevance, and timeliness of inputs; manage work planning and staff allocation; and represent FM views in key meetings.
• • Assess the adequacy of financial management systems for World Bank-financed projects, provide implementation support, supervise project financial management, and offer advice to borrowers and Bank Task Teams.
• • Lead efforts in defining practices for development policy lending, sector programs, and governance, and develop strategies for harmonizing FM approaches with other development partners.
• • Contribute to the use of country systems in Bank-assisted operations and support the development of public financial management, accounting, auditing standards, and institutional infrastructure.
• • Provide technical input into policy and strategic work, and support capacity building, governance, PFM work programs.

Selection Criteria

• • Qualified professional accountant (CPA, CA, or equivalent) or a Master’s degree in accounting, business, finance, economics, or a related field, and a minimum of five years of post-qualification experience in auditing or financial management, ideally with knowledge of public sector financial management.
• • Proficiency in written and spoken English, with strong communication skills essential for preparing clear reports, coordinating with international teams, and engaging effectively with stakeholders.
• • Extensive experience in evaluating financial management systems, including budgeting, accounting, cash management, internal audit, financial reporting, and external auditing, ensuring robust oversight and compliance.
• • Strong analytical skills with demonstrated expertise in interpreting financial statements, evaluating audit reports, and recommending effective remedial actions.
• • Knowledge of financial management systems in Bhutan across both public and private sectors, with familiarity in World Bank financial management practices and international standards such as IFRS, ISA, IPSAS, ISSAI, and the COSO framework.
• • Excellent teamwork and collaboration skills, with the ability to work effectively as part of a multi-disciplinary team, resolve conflicts, and contribute to a positive, solutions-oriented work environment.
• • Strong organizational and time management skills, with the ability to plan, prioritize, and manage multiple projects simultaneously, ensuring timely and high-quality results.
