Global practice for Fiscal Policy and Growth (FPG)

The Fiscal Policy and Growth (FPG) Department leads the World Bank Group’s policy dialogue and engagement with countries to strengthen macro‑fiscal foundations, including debt sustainability, debt management, and domestic resource mobilization, and to accelerate job and inclusive growth. FPG links the macroeconomic dialogue with programs focused on expanding the role of the private sector in economic development. In our day‑to‑day engagement with countries, FPG supports Ministries of Finance, Planning, Economy, Industry and Trade, and Production in their pursuit of reform agendas conducive to strengthening job creation through inclusive growth led by the private sector. Background and General description

The FPG unit for Southern Africa and East Africa (EAEM2) is looking for an Economist to be based in Luanda, Angola. The selected candidate will contribute substantially to analytical work and lending operations. She or he will report to the FPG Practice Manager covering the EAEM2 unit, which comprises 14 countries over three Country Management Units: AECS1 (South Africa, Botswana, Eswatini, Lesotho, Namibia), AECS2 (Mozambique, Comoros, Madagascar, Mauritius, Seychelles), and AECC2 (Angola, DRC, São Tomé and Príncipe, and Burundi). The unit has recently seen a significant increase in work program including through Development Policy Operations (DPOs) in countries that had previously not been borrowing. The unit has a strong focus on promoting prudent macro‑fiscal policies, structural reforms, inclusive growth, and job creation.

As a an Economist for EAEM2, you will be expected to contribute to the country team covering Angola and São Tomé and Príncipe, as well as the regional FPG team working on other countries as needed. The Country Economist will be based in Luanda and work closely with the Country Manager, Senior Country Economist and Lead Economist and report to the FPG Practice Manager covering Angola and São Tomé and Príncipe. You will contribute to ongoing efforts to help Angola strengthen fiscal and debt sustainability, expand non‑oil revenue mobilization, and build the macroeconomic foundations needed for sustained, inclusive growth and economic diversification.
