Result of Service

The ultimate result of the consultancy is the effective and timely implementation of the HPMP Stage II (Second Tranche) activities in Ghana. This includes the successful organization and delivery of all planned training workshops, the coordination and provision of equipment and toolkits to designated institutions, and the implementation of targeted awareness campaigns. Collectively, these actions will contribute to improved refrigerant containment practices, enhanced technical capacity in the RAC servicing sector, and strengthened national efforts to reduce HCFC consumption in Ghana.

Duties and Responsibilities

Background: The United Nations Environment Programme (UNEP) is the leading global environmental authority responsible for setting the global environmental agenda, promoting the coherent implementation of the environmental dimension of sustainable development throughout the United Nations system and serving as an authoritative advocate for the global environment. UNEP is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. Through its OzonAction Compliance Assistance Programme (CAP), UNEP provides global management services to ensure that National Ozone Units receive advisory support, capacity building and technical assistance to implement activities approved by the Executive Committee of the Multilateral Fund. At the same time, CAP ensures that the Executive Committee receives timely, accurate, relevant and high-quality project proposals, financial and substantive reports, and information on the progress of activities in beneficiary countries. Under HPMP Stage II, Second Tranche, Ghana aims to deepen interventions within the Refrigeration and Air-Conditioning (RAC) servicing sector, which remains the primary consumer of HCFCs in the country. The tranche focuses on strengthening technician capacity, enhancing enforcement, promoting the adoption of alternative technologies, improving refrigerant containment, and supporting national policy and reporting mechanisms. To support these objectives, a consultant is required to implement specific technical assistance activities under project code GHA/PHA/95/TAS/59, which was approved at the 95th Meeting of the Executive Committee. This consultancy is located within the UNEP Law Division, Africa Office. During the assignment, the consultant will work under the supervision of the Montreal Protocol Unit and collaborate closely with national stakeholders, including the National Ozone Unit.

• 1. Work Planning and Coordination • Coordinate with the NOU, UNEP, NARWOA, RAAG, technical universities, centers of excellence, and other RAC stakeholders to prepare and submit a detailed work plan and implementation schedule. • Participate in coordination and review meetings to support effective planning and implementation of RAC sector activities.
• 2. Implementation of RAC Sector Activities • Strengthen the institutional capacity of NARWOA by organizing two leadership and professional development seminars for 80 members, targeting at least 20 per cent female participation, and supporting the distribution of publicity and promotional materials on the Montreal Protocol and HCFC phase‑out. • Train RAC servicing technicians at the four centres of excellence on the proper use of equipment and toolkits, targeting a total of 50 technicians with a minimum of 10 per cent female participation. • Build the capacity of the RAC Engineers Association of Ghana (RAAG) and affiliated RAC associations through a training workshop on environmentally friendly refrigerants (30 participants, targeting 10 per cent female participation). • Organize two workshops for a total of 264 RAC technicians, including a minimum of five women, on low-global-warming‑potential (GWP) technologies applicable to the commercial and industrial subsectors.
• 3. Awareness, Outreach, and Stakeholder Engagement • Conduct awareness workshops on green buildings and energy‑efficient, low‑GWP RAC equipment for environmental professionals, government officials, legislators, senior civil servants, community leaders and procurement officers, reaching a total of 660 participants and targeting 30 per cent female participation. • Organize four mass‑media awareness events on energy‑efficient RAC technologies aimed at importers, distributors, retailers and the public. • Conduct six workshops at three centres of excellence for RAC technicians on environmentally friendly technologies for the commercial and industrial RAC sector, with 80 participants per workshop and a target of at least 10 per cent female participation. • Conduct a training workshop at relevant institutions, including the Factories Inspectorate, on environmentally friendly fire suppression systems (100 participants with 30 per cent female participation).
• 4. Project Monitoring and Reporting • Prepare periodic progress reports summarizing completed activities, implementation status, challenges and recommendations for improved delivery. • Prepare a comprehensive final report documenting all project achievements, lessons learned, constraints encountered and recommendations for future RAC sector interventions under the Montreal Protocol.

Qualifications/special skills

Master’s degree in engineering or environmental science or related area is required. A first‑level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. Minimum of five (5) years of progressively responsible professional experience in engineering, environmental science, refrigeration technology, or a related field, including technical expertise in the Refrigeration and Air Conditioning (RAC) sector with practical knowledge of servicing practices, refrigerant containment, recovery and recycling, and the safe handling of low‑GWP and flammable refrigerants. Knowledge of technical issues related to ozone depleting substances (ODS) and experience in implementing Montreal Protocol and HPMP‑related activities is highly desirable. Demonstrated skills in data analysis, data management and interpretation, including the ability to review sectoral information and develop evidence‑based recommendations, are required. Proven experience in preparing high‑quality technical and analytical reports, including progress reports, training summaries and sector assessments, is highly desirable. Experience conducting stakeholder consultations at the national and regional levels, including engagement with government agencies, private sector actors, training institutions and industry associations, is required.
