• This role supports Compliance, Financial Crime and Conduct Risk (CFCR) Policy SME as part of the Policy Hub based in Malaysia and India. The role holder will be part of the team that enables the administration of Framework, Policy and Standard documents and ensuring that the Enterprise Risk Management Framework (ERMF) and Framework and Policy Governance Standards (FPGS) are adhered to.
• The role holder will work in close alignment with the key stakeholders and their teams to ensure value is delivered to expectation and there is transparency in prioritisation of BOW and resource alignment.
• The role holder will play a pivotal role in monitoring, assessing, and implementing regulatory changes impacting the financial services sector. This role requires strong regulatory knowledge, stakeholder management skills, and the ability to drive timely and effective change across the organisation.
Key Responsibilities
Strategy
- Key contributor to the development of the function’s vision and purpose, transform the Bank through professionalising regulatory policy and framework should be managed, and progressively guide all parties involved to perform their roles more effectively and efficiently
- Key contributor in the operational design and implementation of the structural buildout of managed services to ensure the business case benefits are realised.
- Keep abreast of industry and internal insights to optimise the Group’s effectiveness and efficiency to manage the regulatory policy and framework.
- Key contributor in supporting the Policy Teams in Managing Regulatory Change lifecycle.
Processes
Regulatory Change
- Support the Policy teams in the review of draft and final regulations for less complex regulatory changes
- Engage and co‑ordinate with relevant stakeholders’ responses on impact assessment on draft and final rules for recording within the Tool.
- Support the completion of OBR prior to handoff to 1LOD for implementation and assist preparation of materials required for the Regulatory Change Working groups.
- Co‑ordinate with respective Coverage teams to obtain regular updates on status and/or non compliance issues as part of 1LOD implementation.
Policy Design, drafting and consultation
- Draft and update Policies/Standards/Addenda/Dispensations in support of Policy teams.
- Support the consultation process as directed by Policy teams
Policy roll‑out and implementation
- Develop and execute communications and training plans.
Compliance monitoring
- Monitor risk oversight reports and other types or management information, and highlight the salient points for Policy Owner review.
Policy review and maintenance
- Ensure adherence to policy management requirements.
- Oversee the execution of GovPoint administration requirements on behalf of Policy Owners.
- Provide advice and support to stakeholders in 1LOD and 2LOD on the Policy Management process.
- Provide bespoke services to Policy Owning teams
Framework and Policy management administration
- Oversee the maintenance and creation of distribution lists and sharepoint sites
- Oversee the execution of RCSA process including consolidate RCSA results and engage relevant stakeholders to remediate on RCSA exceptions
- Management of the consultation pipeline, annual effectiveness review and refresh of RCSA guidance through engagement with relevant stakeholders.
Impact Assessment & Implementation
- Conduct gap analysis to assess the impact of regulatory changes on business units, policies, and procedures.
- Work with business, legal, risk, CFCR and operations teams at Group and in Country to ensure regulatory requirements are embedded effectively.
People & Talent
- Promote and embed a culture of openness, trust, and risk awareness, where ethical, legal, regulatory and policy compliant conduct is the norm.
- Instil an environment where forward planning, prioritisation, deadline management and streamlined workflows and collaborative, inclusive yet effective and efficient work practices are second nature.
- Promote the culture and practice of CFCR standards (including conducting business within regulatory requirements, and to high ethical standards) within the Bank and embed a Here for good culture and the Group Code of Conduct.

Risk Management
- In addition to the core risk management responsibilities of the role set out above, the role holder must act quickly and decisively when any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and escalated to management and through the relevant committees.
- Escalating serious regulatory breaches or where risk appetite has been breached to senior management for regulatory notification as appropriate.
Governance
- Within the Group’s overall Risk Management Framework, support the Policy Teams in establishing and maintaining appropriate risk-based Compliance frameworks in relation to the regulatory change projects for identifying, assessing, managing, monitoring, mitigating and reporting compliance (including regulatory and financial crime) risks across the Group’s businesses and functions.

Skills and Experience

Qualifications
- Bachelor’s degree qualification and at least 7–10 years of experience in financial services with a specialisation in policy and frameworks, or Risk Management, Regulatory Affairs and Governance in a similar Bank or a Global Financial Institution
- Proven experience in managing regulatory change programs or projects.
- Strong understanding of Financial Regulations (AML, Prudential, Conduct, Data Protection, ESG… etc).
- Strong stakeholder engagement and influencing skills, with the ability to communicate complex requirements clearly.
- Excellent analytical, problem solving and project management skills.
